(IS-OSMTH)

ICC 1215 – Design, Construction, Inspection and Regulation of Small Residential Units and Tiny Houses for Permanent Occupancy

Abstract:  This standard will provide minimum requirements for the design, construction, inspection, certification and regulatory compliance of small residential units (SRUs) and tiny houses used for permanent occupancy to assure public safety, sustainability and resilience. The standard will include: consensus definitions for SRUs, tiny houses and related terminology; prescriptive and performance based compliance methods for SRUs, tiny house foundations and chassis; and plan review, inspection and certification requirements for SRUs and tiny houses constructed on-site and off-site. The standard will address SRUs and tiny houses built on a foundation and those with wheels and a permanent chassis intended for permanent occupancy. The 2021 International Residential Code (including Appendix AQ), and ICC/MBI Standards 1200 and 1205 will serve as the initial base documents with references to other existing standards. The standard will be written in mandatory code-intended language to support use by manufacturers and adoption by jurisdictions globally. This standard will not address SRUs or tiny houses used for temporary or seasonal occupancy, or tiny house community development or microgrids.

Background (Needs Statement):  Tiny houses are growing in popularity as communities look to address affordable housing issues and homebuyers are looking for new housing options. This standard will codify existing requirements for the design, construction, inspection and certification of SRUs and tiny houses used as permanent dwellings into a single standard and address identified gaps in available requirements for foundations and chassis. The 2021 International Residential Code (including Appendix AQ), and ICC/MBI Standards 1200 and 1205 will serve as the initial base documents with references to other existing standards.

26.04.07 | IS-OSMTH Progress Update - The April 8, 2026 through April 22, 2026 meetings have been cancelled in preparation for ICC's Public Comment Hearings in Hartford, CT. The remaining 2026 meetings to consider ANSI public review comments will continue as scheduled starting on April 29, 2026.

Meetings of the committee have been scheduled starting on January 7, 2026 at 2 pm CT and will be held on a weekly basis until adjudication of public comments received on the first draft during the ANSI public review period which concluded on November 24, 2025 have been completed. The second public input agenda has been posted in the documents folder and is updated regularly to reflect committee action to date.

25.11.26 | IS-OSMTH Progress Update - Meetings to consider ANSI public review comments have been scheduled

The 30th and 31st meetings of the committee have been scheduled for December 10 and 17, 2025 at 2 pm CT. The meetings will begin the adjudication of comments received on the first draft during the ANSI public review period which concluded on November 24, 2025. Part 1 of the second public input agenda has been posted in the documents folder. Part 2 will include approximately 35 additional comments to Chapters 3, 7 & 8 and will be forthcoming.

The IS OSMTH committee action report (CAR) based on the public input comments received as part of the 30-day posting for interested parties which concluded on November 15, 2024 is posted in the documents folder.  The CAR reflects committee action with reasons as part of the adjudication process during public committee meetings held December 18, 2024 through September 24, 2025.

 

 

25.10.10 | First Draft of ICC/THIA 1215 is posted for the ANSI public review period

The First Draft of ICC/THIA 1215 is posted in the documents folder for the 45-day ANSI public review period to solicit comments for committee consideration.  The deadline to submit comments is November 24, 2025 and may be submitted online at the link address below.  Comments should be technically substantive in nature with suggested verbiage that can be actionable by the committee.  The introduction and foreword sections are excluded from comment.  Comments will be arranged into an agenda and will be considered by the committee at the next scheduled meeting to be announced.  Public Comments

 

25.09.30 | IS-OSMTH Progress Update - Meetings to consider input comments have concluded

The 29th meeting of the committee concluded on September 24, 2025 to adjudicate comments received at the November 15, 2024 deadline to develop the First Draft of the standard.  The First Draft is scheduled to be posted on October 10, 2025 for the 45-day ANSI public review period.  At that time, public comments can be submitted on the standard for consideration by the committee at the next scheduled meeting to be announced.

25.06.04 | 21st Meeting of the IS-OSMTH Committee

The 21st meeting of the IS-OSMTH committee was held on June 4, 2025, to continue the consideration of public input comments received on November 15, 2024. The next public meeting of the committee is scheduled for June 18, 2025, at 2 PM CT and will take place every two weeks until all public input comments are adjudicated.

25.05.16 | Revised PINS published for ICC 1215

Professional Development Council

The Professional Development Council

  • recommends initiatives identified by the Certification Committee (CC) and Education Committee (EC) to better serve the needs of the Membership,
  • coordinates the goals and objectives of the CC and EC, and
  • identifies certification and education issues arising from ICC policies that will improve or enhance the position of ICC.

The duties and responsibilities of the Professional Development Council are outlined in CP-45-14.

Certification Committee

The mission of the Certification Committee (CC) is to promote professionalism of individuals in the built environment by providing professional examinations and certification services worldwide.

The CC has sole authority over the rules and procedures of the ICC Certification Program, including such topics as the renewals process, examination security policies, and disciplinary action.

The CC is responsible for:

  • advising ICC staff and the ICC Board of Directors on all matters related to the Certification Program,
  • maintaining the International Registry of current ICC Certified professionals,
  • supporting international recognition of ICC Certifications,
  • direction and oversight of Examination Development Committees, and
  • serving as a disciplinary board.

Education Committee

The mission of the Education Committee (EC) is to provide strategic direction and to facilitate the development and delivery of the most comprehensive portfolio of code-related courses available to meet the needs of code officials, inspectors and design professionals to elevate their qualifications as well as help them advance and grow in their profession.

The EC is responsible for:

  • advising ICC staff and the ICC Board of Directors on matters related to ICC Education Program and the Learning Center,
  • review and selection of the topics and presenters for the annual business meeting,
  • providing a review and recommendation for the Educator or the Year award,
  • serving as a resource for review of potential learning initiatives and curriculums within the Learning Center,
  • providing new topics and concepts for learning initiatives within the Learning Center,
  • promoting and encouraging Membership to take advantage of the training offered by the Learning Center, and
  • relaying information provided by Membership to staff in order to improve programs.

Residential Smart Door Committee
(IS-RSDC)

ICC 1425 – Standard for Residential Smart Doors

Project Description:  This standard provides requirements to cover smart doors rated 600V or less to be employed in ordinary locations in accordance with the National Electrical Code, NFPA 70 and the Canadian Electrical Code, Part I, C22.1 and the Standard for Fire Doors and Other Opening Protectives, NFPA 80. This standard sets forth the minimum durability, safety and labeling requirements for smart doors and would test the worst-case smart door with the maximum number of smart accessories on the door / frame system to confirm the maximum input power, temperature test and evaluate for environmental conditions for the certification of the smart door / frame system.

Project Need: A product evaluation standard for powered and connected residential smart doors that can be referenced in the IRC and used by manufacturers to certify to does not exist. The smart door standard would be developed to address topics and features unique to smart doors that are not addressed in existing standards. For instance, when power is physically conveyed from the door frame to the door, the power transfer device should be certified as a component for its rated voltage, current, and the number of door cycles it is capable of handling.
