Voter Validation

Voter validation is required to vote at the Annual Business Meeting (ABM). All governmental voting representatives who plan to attend the 2024 ABM need to be validated in order to vote on Code Council business such as elections, bylaw amendments, member resolutions, etc. View the Voter Validation Process FAQs page to get more information. Building Safety Leadership Experience

Returning for its second year, the Building Safety Leadership Experience (BSLE) offers members an exclusive opportunity to connect with fellow Code Council members, leaders and stakeholders during the Conference. International Code Council and Center for Offsite Construction Collaborate to Establish Modular Interface Standards

Washington, D.C.– The International Code Council and the Center for Offsite Construction (CfOC) at the New York Institute of Technology (NYIT) announced their collaboration to develop critical standards for modular construction through the creation of the “CFOC/ICC 1220 Standard on Configurations and Connections for Off-Site Construction.” This groundbreaking effort aims to enhance quality, sustainability, resilience and affordability in the construction industry by establishing clear guidelines for the connection and configuration of modular components.

The standard will address requirements for configuration and connections in off-site construction, including the location and specifications of module-to-module and building-to-module connections for essential building systems, the standardization of dimensions for modular components and coverage for componentized, panelized and modularized elements. This effort is expected to significantly advance the use of modular construction methods by providing a framework for ensuring consistent quality and compatibility across projects.

“The Code Council is pleased to partner with the Center for Offsite Construction to create a standard that helps address some of the key challenges in advancing the deployment of off-site construction including supporting a project pipeline for factories, bringing certainty to developers through the availability of multiple sources for components and increasing efficiency of the fabrication and approval processes,” said Ryan Colker, Executive Director, Energy, Resilience & Innovation for the Code Council.

“We are excited to collaborate with the Code Council on developing a standard that will transform how modular components are designed and connected,” said Jason Van Nest, Director of the CfOC at NYIT. “This partnership will support the growth of industrialized construction methods and ensure that off-site construction systems meet the highest standards of performance and interoperability.”

By promoting compatibility and interoperability, the new standard is expected to accelerate the adoption of off-site construction practices in various applications, including multifamily housing, commercial developments, and institutional projects.

Once published, the standard will be available on the Code Council’s Digital Codes platform.

International Code Council Advances Global Dialogue on Sustainable and Resilient Buildings at GlobalABC Annual Assembly

Dresden, Germany – The International Code Council (ICC) joined governmental and private sector representatives at the 2025 Global Alliance for Buildings and Construction (GlobalABC) Annual Assembly, from April 7-8 in Dresden, Germany. The event highlighted the importance of building codes and their impact on the efficiency and resiliency of new and existing buildings.

During the two-day event, ICC facilitated multiple sessions focused on implementation of the Buildings Breakthrough priority actions, the work of the GlobalABC Adaptation Hub, and led a training on disaster planning for building departments and ministries. ICC also hosted a building codes meet up to support collaboration across building and energy code initiatives including research, training, resource development and code implementation.

The International Code Council’s Chief Executive Officer, John Belcik, provided a welcome address focused on the importance of a robust regulatory framework that supports the implementation of building codes. 

“We commend GlobalABC for fostering effective collaboration across various work groups, ensuring that countries are provided with a truly holistic approach to addressing building challenges,” said Belcik. “We are looking forward to continuing our work with GlobalABC, particularly in supporting the Intergovernmental Council for Buildings and Climate and the Buildings Breakthrough.”

ICC is the lead organization for the Buildings Breakthrough Priority Action 5 on Capacity Building. Two years ago, the Buildings Breakthrough was launched at COP28 in Dubai, United Arab Emirates, with the support of 27 signatory countries. The initiative calls for global cooperation to achieve near-zero emission and resilient buildings by 2030.

FEMA Ends BRIC Program

On April 4th, the Federal Emergency Management Agency (FEMA) announced the termination of its Building Resilient Infrastructure and Communities (BRIC) program. FEMA will cancel a $750 million notice of funding opportunity issued earlier this year. In addition, FEMA is reallocating all outstanding funding that the Agency has not yet dispersed for projects that have been selected in prior years.

The BRIC program had been designed to fund local projects aimed at reducing damage from disasters such as flooding, tornadoes and other weather-related events.

The Code Council recognizes the dedication and hard work of building, fire and emergency management offices.

Challenges and Feedback

ICC offers a service that allows you challenge questions on your examination using the Technical Challenge Form or comment on your testing experience using the Operational Comment Form. Credentialing staff will review comments or challenges on specific exams, exam items, or any issues encountered during your examination.

Our experience shows that the best comments are those that come as soon after the testing process as possible. Include sufficient amount of detail to aid staff in the review of your challenged question(s) or issues related to the exam experience.

What's the difference between a Challenge, Comment, Complaint and Appeal?

TECHNICAL CHALLENGE: An objection to the validity of a certification exam question.

OPERATIONAL CHALLENGE: An objection to a candidate's physical testing environment or experience.

COMPLAINT: An objection to a certification related process or the activities of a Candidate, Certificant or Assessment Center staff that does not qualify as a Technical Challenge, Operational Challenge or Appeal.

APPEAL: A request to the Certification Appeals Committee for a reversal of a decision made by the Certification Committee that affected the appellant’s certification status.

If you have an objection to a certification related process, or the activities of a Candidate, Certificant, or Credentialing staff member that does not qualify as a Technical Challenge, Operational Challenge or Appeal, send an email to appeals@iccsafe.org and tell us more about your issue so that we can assist you.

If you have received a letter from the Certification committee that affects your certification status, and wish to appeal the decision, you must submit this form within 30 days upon submission of notice of the Certification Committee's decision.

EXAMPLES OF CHALLENGES/APPEALS:

Issue: Candidate fails the Commercial Building Inspector exam by one point. He thinks there was an item on the exam that was incorrect, and wants to dispute this.

This is a technical challenge.
Action: Follow the flowchart for technical challenge. Client Relationship Manager will process as per Credentialing policy.

Issue: Candidate fails the Residential Mechanical Inspector by one point. She says there was a marching band performing outside the Pearson VUE test site, and that she couldn’t concentrate. She wants a free exam.

This is an operational challenge.
Action: Follow the flowchart for operational challenge. Pearson VUE will be contacted to verify incident and a free exam will be provided if appropriate.

Issue: Certificant says he can’t get enough CEUs from ICC or a Preferred Provider before his Electrical Plans Examiner certification expires. He wants the required CEU number lowered so that he has enough CEUs to renew.

This is a request to the Certification Committee.
Action: Client Relationship Manager will work with Credentialing management to take to the Certification Committee.

Issue: Candidate is found writing in his book during an exam at Pearson VUE. Pearson VUE confiscates his book and notifies ICC of the situation.

This is a disciplinary hearing.
Action: Client Relationship Manager will work with Credentialing management to take to the Certification Committee.

Issue: PRONTO proctor discovers candidate taking cell phone pictures or video of the screen during an exam. Proctor stops the exam and notifies ICC.

This is a disciplinary hearing.
Action: Client Relationship Manager will work with Credentialing management to take to the Certification Committee.

Issue: A disciplinary hearing was held with the Certification Committee who nullified a candidate's test result. The candidate wishes to appeal the Certification Committee's decision.

This is an appeal.
Action: Follow the flowchart for appeal. Client Relationship Manager will work with Credentialing management to take to the Certification Appeals Committee.

Contractor Training – BPAT

Backflow Prevention Assembly Tester (BPAT/TCEQ)

Anyone wishing to obtain the Backflow Prevention Assembly Tester (BPAT) license from the Texas Commission on Environmental Quality (TCEQ) must meet the following requirements (see the TCEQ website for full details):

  1. Have a High School diploma or GED
  2. Work at least two years in an approved area
  3. Complete a 40-hour training course (#1200), including a “hands-on” exam
  4. Pass a written exam at TCEQ or a proctored computer-based facility

Our 40-hour BPAT courses scheduled below are approved for the initial license training and hands-on exam requirement. All courses with a hands-on requirement are only approved for live (rather than online) delivery.

As required by TCEQ, our course is based on the University of Southern California (USC) 10th Edition Manual of Cross-Connection Control, a copy of which is provided to each course participant.

Our courses are being added throughout the state and taught by instructors approved by TCEQ based on their experience and personal licensing.

Variations Available During Each 40-Hour Courses:

    • 1200 = 40 hour with Practical Skills Exam ($750)
    • 1206 = 32 hour with Practical Skills Refresher ($700)
    • 1201 = 8 hours Practical Skills Refresher, Day 4 ($300)
    • 1350 = Practical Skills Exam Only, Day 5 ($300)

Our BPAT Renewal Bundle Includes 3 Courses
($300 each):

  • 8-Hour Backflow Fundamentals
  • 8-Hour BPAT Troubleshooting & Repair
  • 8-Hour Practical Skills Refresher
  • 24-Hour Bundle – $650 (save $250)

In addition, theses same courses may be used to obtain the following credits:

32-hours of CE for licensed Backflow Prevention Assembly Testers

  • If taking for renewal credit, TCEQ requires 4 days (32 hours)
  • This includes the 8 hours of “hands-on” required for renewal
  • Not required to take the 5th day which is the hands-on exam
  • TCEQ recognizes this as Course Code #1206

100 hours toward Plumbing Inspector license (TSBPE)

  • TSBPE rules require completion of the certification program
  • This requires all 5 days, including the “hands-on” exam
  • Not required to apply for BPAT or take the TCEQ written exam

12-hours CE for licensed Water and Wastewater Operators

12-hours of CE for licensed Landscape Irrigators (LI)

12-hours of CE for licensed Customer Service Inspectors (CSI)

12-hours of CE for licensed Water Treatment Specialists

Plumbing Endorsements for Texas Plumbers

There are currently three possible endorsements that may be added to the Journeyman, Master or Plumbing Inspector licenses:

  • Medical Gas Piping Installer
  • Multipurpose Residential Fire Protection Sprinkler Specialist (MRFPSS)
  • Water Supply Protection Specialist (WSPS)

Each endorsement requires completion of a 24 hour course before applying for the relevant exam. We generally schedule each endorsement course at least quarterly on a rotating basis around the State based on inquiries and requests. If a scheduled option isn’t listed for the course you need, contact us since we are likely deciding where and when to confirm the next offering.
