This update is a direct result of Governor DeWine’s and Lt Governor Husted’s initiative to reform the Ohio Administrative Code (OAC) and aims to maintain the safety of current buildings and ensure the safety, affordability and sustainability of new ones.
Building codes establish the minimum requirements to ensure safe and resilient structures, and benefits of adoption include cost reduction and casualty prevention. By embracing the 2021 I-Codes®, Ohio sets a precedent for other states to evaluate current codes and practices and to adopt updated codes that promote safety, resilience and sustainability in the built environment.

Disaster Recovery Resource for Building Safety Professionals
When disasters strike, codes and standards serve as a baseline for the return to safe, sanitary, and habitable buildings. Code officials and their floodplain management counterparts rely on support from emergency managers and community leaders to help secure the critical resources needed to ensure the health, safety, and welfare of the community. To that end, FEMA has adisaster recovery policy specifically aimed at providing much-needed assistance for code officials and floodplain managers during disaster response and initial recovery for up to 180 days following a major disaster declaration. This policy, administered under FEMA’s program, offers reimbursement for critical community functions such as building code administration, code enforcement, floodplain management administration and enforcement, and conducting substantial damage survey inspections in affected communities.

The International Code Council Board of Directors certified the results of the online governmental consensus vote for the 2022 Group B cycle. Accordingly, the final action results were published today, May 11th. The board reviewed the findings from an independent Validation Committee before making its decision. The Validation Committee determined that there was a valid voting process with no irregularities or concerns material to the outcome.
Preliminary 2022 Group B Online Governmental Consensus Vote Results Available.
The 2021 Group B Online Governmental Consensus Vote was conducted October 17th through November 1st and the preliminary results are available. These results contain only the preliminary action on the Group B changes. These results are not final as they are subject to certification by the Validation Committee and confirmation by the ICC Board in accordance with Section 10.1 of CP 28 Code Development. The 2022 Group B Final Action results, including vote tallies from both the Public Comment Hearing and OGCV, will be posted following certification in accordance with Section 10.4 of CP 28.
Online Governmental Consensus Vote (OGCV) Is Open

2021 Group A Cycle Final Action
The International Code Council Board of Directors certified the results of the online governmental consensus vote for the 2021 Group A cycle. Accordingly, the final action results have been posted. The ICC Code Correlation Committee (CCC) has scheduled a WebEx meeting for July 21, 2022, Noon-2pm CT and 2-4pm CT (if needed). The purpose for this telephone conference is for the CCC to initiate public comments for the 2022 Group B code change cycle, as needed, to provide for correlation of changes to be considered at the 2022 Group B Public Comment Hearing, in accordance with Section 4, Item 4 of Council Policy CP#44. The CCC may also consider editorial issues related to the public comments submitted in the 2022 Group B cycle, in accordance with Section 4, Items 2 & 3 of Council Policy CP#44. Cost Impact for 2022 Group B Code Changes.
In support of the ICC Code Development Process, the Industry Advisory Committee (IAC) recommended the development of a Cost Impact Guide which provides information regarding the requirements concerning the cost impact statements that are required as part of every code change proposal. The IAC completed the guide which has been endorsed by the Board Committee on the Long Term Code Development Process and approved by the Code Council Board of Directors. This guide was developed with input from Industry Advisory Committee members, from code officials, and from ICC staff. The guide is intended to be a useful and informative resource that will help in understanding the purpose and objective of the cost impact requirements in the code submission process.
2022 Group B Update
The 2022 Group B codes were opened for proposed changes on October 19. To submit proposals for Group B codes, go to https://www.cdpaccess.com/. The deadline for Group B proposal submittals is 11:59 pm PT on January 10, 2022. Group B codes include Admin, IBC-S, IEBC, IgCC (Ch. 1) and IRC – B. The 2022 Committee Action Hearing will be held in person in Rochester, NY, at the Rochester Riverside Convention Center from March 27 through April 6, 2022, as originally scheduled. The hearings will be held in a single track with the schedule of codes to be determined. An updated 2021/2022 ICC Code Development Schedule dated 11/8/21 has been posted.
2021 Group A Online Governmental Consensus Vote Open October 15th-November 1st
As indicated in the 2021 Group A Public Comment Agenda on page v and the recently posted Public Comment Hearing results, the Code Council Board of Directors, at the recommendation of the Long Term Code Development Process (LTCDP) Committee, added Section 8.2 to CP 28 which contains statements for voters to acknowledge prior to casting their votes in the OGCV. Please go to ACKNOWLEDGEMENT to view and sign the acknowledgement prior to casting your votes in the OGCV at https://www.cdpaccess.com.

ICC Committee Activities
Throughout the current cycle, ICC committees have been put in place to study specific technical issues and participate in the ICC Code Development Process. Below is a list of current committees and a link to their respective web pages:
Washington, D.C. – The International Code Council announced this week that Jordana Rubel has joined its staff as General Counsel. Rubel will oversee the organization’s legal matters with a particular emphasis on preserving and protecting its intellectual property rights.
Joining the Code Council from the United States Copyright Office where she held the title of Assistant General Counsel, Rubel has extensive experience in copyright litigation and trademark cases. Prior to that, Rubel was an associate with several D.C.-area law firms where she litigated copyright and trademark cases in federal court. Rubel holds a Juris Doctor (J.D.) from Emory University School of Law, as well as degrees from both Harvard University and Haverford College.
“We are pleased to welcome Jordana to the Code Council,” said Code Council Chief Executive Officer Dominic Sims, CBO. “We are confident the expertise and knowledge Jordana brings will play a vital role in enhancing our copyright protection, which is critical to the continuation of developing codes and standards.”
The Code Council can only operate at its highest potential through revenues derived from the publication, sale, and licensing of standards, which is made possible by the protection of copyright laws. Without copyright protection for codes and standards, resource-limited government agencies would have to undertake the difficult and expensive task of replicating the current code development system. This system operates with openness, transparency and balance, and has been highly effective in protecting public health and safety.
“After over 15 years of litigating copyright and trademark cases in federal court, I am thrilled to bring my experience to the Code Council and help continue its legacy of ensuring the safety of the built environment for future generations to come,” said Rubel.

Washington, D.C. – The International Code Council recently appointed Tom Roberts as the new Director of Plumbing Mechanical and Fuel Gas (PMG) Global. In this new position, Roberts will focus on identifying opportunities pertaining to emerging technologies, plumbing designs and installation practices outside of North America.
Roberts is a highly respected technical expert in the international building safety community with over a decade of experience in the development of policy, codes and standards. Roberts comes to the International Code Council from the Australian Building Codes Board, the Australian Government body responsible for the National Construction Code in Australia as well as the WaterMark® and CodeMark® product certification schemes used in Oceania.
“The importance of PMG codes extends to all corners of the world, as they provide vital standards and guidelines that ensure the safety, resiliency and sustainability of diverse building safety systems,” said International Code Council CEO Dominic Sims, CBO. “Tom’s expertise and deep industry knowledge will play a crucial role in highlighting the significance of the International Codes, while also broadening the Code Council’s support and resources to communities across the globe.”

Low-Carbon Alternative Cements Consensus Committee (IS-LCCC)
ICC 1155 Standard for Low-Carbon Alternative Cements Used in Concrete
The first edition of ICC 1155 is being developed under the Code Council’s ANSI Accredited Consensus Procedures.
The Code Council is developing this new performance standard for the assessment of low-carbon alternative cements used in concrete. The cement industry is responsible for about 8% of the CO2 emissions for the globe. With the increased attention to the effects of global CO2 production, there is a need for low carbon alternative cement that has the proper physical properties in accordance with model building codes and the referenced standards within. A standard will provide requirements for those physical properties that could be referenced in the International Building Code (IBC).
A call for committee has been posted to solicit committee members of various interest categories to create balance on the committee in accordance with ANSI’s Essential Requirements. The ICC Board of Directors will make all final appointments.
The Code Council adheres to openness and transparency in our Standards development process. All ICC Standards committee meetings are open to the public. Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates.
