International Code Council Hosts Conference to Discuss America’s Water Policy on the 50th Anniversary of the Clean Water Act

Washington, D.C. – The International Code Council held a water policy and technical conference titled “ICC Water: Standards for a Resilient Future” on Tuesday, October 18, 2022. Water experts and industry professionals celebrated the 50th anniversary of the Clean Water Act’s enactment with discussions promoting best practices for water codes and standards.

Keynote speakers and panelists included: Brenda Mallory, Chair, White House Council on Environmental Quality; Mitch Landrieu, White House Coordinator for Infrastructure Implementation; Dominic Sims, Chief Executive Officer of the International Code Council; David Yashar, Deputy Chief of the Building Energy and Environment Division of the Engineering Laboratory at the National Institute of Standards and Technology; and Rabia Chaudhry, National Water Reuse Expert at the U.S. Environmental Protection Agency.

Code Council staff, White House officials, water experts and industry professionals discussed how to continue improving water policies, advancing clean water, and ensuring public safety moving forward. Key topics included safe solutions for septic waste given rising sea levels and changing flood patterns, boosting water efficiency, protecting public health, and increasing sustainability and community resilience through water reuse.

Dominic Sims held a discussion with Brenda Mallory, which addressed the Administration’s initiatives concerning decentralized wastewater and water reuse, improving water systems efficiency wholistically, and why the application of consistent and rigorous standards is so important to the goals of the Clean Water Act and its effective implementation.

“Part of our goal, and what you see in the Bipartisan Infrastructure Law and the Inflation Reduction Act, are dollars going towards trying to eliminate toxic pollutants, such as getting rid of lead pipes and PFAS in the water,” said Mallory. “These are efforts in the direction of trying to clean up the waters, and in particular, with a focus on underserved communities.”

“As we reflect on the fifty years since the Clean Water Act’s enactment and look to the future, it is clear that while progress has been made, there is much still left to do to ensure access to clean water,” said Sims. “We heard loud and clear that the Code Council’s codes and standards are critical towards increasing access and safe operation for septic systems. This work is vital towards realizing the full promise of the Clean Water Act over the next 50 years.”

To prepare our buildings and communities for water reuse in the 21st century, the Code Council, in partnership with the National Blue Ribbon Commission for Onsite Non-potable Water Systems, is establishing a Water Reuse Working Group. This group of code development leaders and reuse experts will explore opportunities to protect public health and to better support state, local, tribal and territorial governments seeking to advance water reuse opportunities through the integration of best practices into the International Codes (I-Codes).

Multi-Hazard Resiliency for Residential Construction Committee
(IS-MHRRC)

ICC 605, Standard for Residential Construction in Regions with Wildfire Hazard

Established by the Code Council Board of Directors in collaboration with the Insurance Institute for Business and Home Safety, this ad hoc committee will work to develop a portfolio of hazard mitigation standards.

Resiliency and adaptability are crucial for buildings' responses to hazardous events. This committee aims to develop Consensus Standards for various hazards, including high winds, seismic activity, tsunamis and wildfires.

The committee is currently focused on creating ICC 605, Standard for Residential Construction in Regions with Wildfire Hazard, which targets wildfire risks for modern residential buildings of three stories or less. This standard will enhance building usability and reduce rebuilding time.

ICC 605 will specify advanced methodologies for wildfire-resistant design and construction for new and existing wood-framed, steel-framed, concrete or masonry structures in wildfire-prone areas. It will provide detailed guidelines for walls, floors, roofs, foundations, windows, doors and other construction components. Additionally, it will offer a methodology for identifying, assessing and retrofitting existing homes to protect against wildfire hazards.

The committee meets periodically to review public comments as part of the continuous maintenance status of ICC 600.

Program for Periodic Publication

January (ANS Approval year)* Solicit requests for change from committee and public. Allow at least two months to submit. Also solicit for new committee members.

At the December 16, 2024 meeting, the committee determined that the 3 task groups would provide the initial review of the comments and provide recommendations to the committee. When these recommendations are complete, the full committee will meet to review them. The first committee meeting is March 10, 2025.

International Code Council Charts Path to Support Building Decarbonization Efforts

Washington, D.C. – At its September meeting, the International Code Council Board of Directors approved Decarbonization of The Built Environment: Solutions from the International Code Council. The report recognizes the significant impact of buildings on the environment and the need for a coordinated set of solutions to support the achievement of energy and greenhouse gas (GHG) reduction goals set by governments.

The report also calls for expanded activities that support a coordinated approach across the International Codes (I-Codes), standards and other solutions. As part of the process outlined within the Code Council’s energy efficiency and greenhouse gas reduction framework, Leading the Way to Energy Efficiency: A Path Forward on Energy and Sustainability to Confront a Changing Climate, the Code Council is currently undertaking an internal road mapping effort and will leverage its Energy and Carbon Advisory Council and a to-be-formed Ad Hoc Committee on Decarbonization to make recommendations on the organization and format of a comprehensive approach.

“The Code Council is prepared to deliver the tools that communities need to realize their climate-related goals. Collaboration is essential to support consistency and limit confusion as the industry navigates new priorities. Our collaboration with ASHRAE on a standard to support evaluation of carbon across the life cycle of a building is just one example of the type of solutions needed,” said Dominic Sims, CBO, Chief Executive Officer of the International Code Council.

Through existing codes, standards and other solutions, the Code Council has already made significant contributions to reducing the climate impacts of buildings: 

  • The International Energy Conservation Code (IECC) has improved energy savings by nearly 40 percent since 2006 and provided over 700 million metric tons (MMT) of carbon reduction since the 2009 edition. Zero energy appendices appear in the 2021 edition and the 2024 and future editions will deliver even more energy savings.  
  • The hazard resistance provisions of the codes reduce the need for rebuilding, saving 1.5 MMT of GHG emissions annually.  
  • The International Green Construction Code (IgCC) includes requirements for measuring the climate impacts of materials through environmental product declarations (EPDs) and life-cycle analysis. 
  • Off-site construction standards (ICC/MBI Standards 1200 and 1205) support more efficient construction processes. 
  • The ICC Evaluation Service (ICC-ES) is an EPD program operator and will continue to assist manufacturers and jurisdictions in determining the impacts of building materials.
